The EU is one of the largest contributors to the Philippines in terms of development cooperation funds; jointly with the EU Member States, it is also the largest grant donor. In terms of economic relations, the EU as a whole is the fourth largest trading partner for the Philippines and one of the largest sources of direct investment in the country. During the pandemic, the EU Member States donated about 30 million vaccines and, in addition, the EU was a major contributor of COVAX, which supplied vaccines for 20% of the population. Finally, the EU is one of the most important donors providing humanitarian assistance to the Philippines in cases of serious natural disasters. However, the EU has a much smaller public presence in the perception of the Philippine public than what its real involvement should warrant. This often translates in a limited capacity to influence decision-making in areas strategic for the EU’s interests.

The EU Delegation to the Philippines embarked in 2023 in the design of that Strategic Communications Plan with the support of professional services. The Overall Communication Objective that should be achieved through the Plan –whose design is being finalized- is to re-assert the positioning of the EU as a strategic and reliable partner for the Philippines, a partner of reference. The present Contract will provide services and expertise that will contribute to the implementation of that Plan, monitor its results, and do any necessary adaptations. Stakeholder engagement will be governed by the branding of the EU in the Philippines based on the following elements (which are further defined in the Strategic Communications Plan, see related, and could be further refined during the consultancy):

    1. The EU is a reliable, steadfast and strategic partner that operates on a value-based platform that is largely shared with the Philippines, and has a strong commitment to addressing many of the key challenges the Philippines faces, including climate change, green recovery, rule of law, peace and security.
    2. As an ally in a complex and multi-polar global order, the EU offers respectful and qualitative partnerships of equals, which connect Europe and the Philippines, creating links not dependencies.
    3. The EU engages with the different stakeholders involved in the governance of a plural society: national and local government, businesses and civil society. The EU also sees the empowerment of women and youth as key for the advancement of society, and promotes their participation through its programmes/actions.
The Global Gateway “umbrella”, should be an important element of our branding in the Philippines as the underlying narrative which helps explain what the EU does, and why.

Job description

Goal and Objectives

The overall goal to which this action contributes is: To enhance the EU's reputation and influence as a strategic and reliable partner to the Philippines, through more effective communication and stakeholder engagement on the EU's principles and values, external policies and actions, by implementing the Strategic Communications Plan of the Delegation of the EU to the Philippines. Specifically, this contract will focus on the stakeholder engagement for the Green Economy Programme in the Philippines (GEPP) which involves but not limited to, national and local governments, the private sector and civil society.  The specific objectives of this assignment are as follows:

      1. Prepare a stakeholder map that would provide an overview and analysis of the diverse range of players in the green/circular economy space, including identification of potential champions who can amplify the EU and GEPP’s core messages via communication outreach/tools (e.g blogs, podcasts, etc) based on a review of the GEPP objectives, scope and expected/actual results over its 5 year duration;
      2. Produce a corresponding stakeholder engagement plan, based on the map incorporating relevant research, consultations and interviews with project teams per specific objective (SO) of GEPP;
      3. Integrate the stakeholder analysis and plan into the overall Strategic Communication Plan and broader programme development goals of GEPP
Scope of Work

The assignment will cover the following tasks:
      • Review and fully understand the objectives, scope, and expected/actual results under the GEPP
      • Prepare a stakeholder map and corresponding stakeholder engagement plan, including relevant research and interviews
      • In coordination with the Strategic Communication Team, consult with project teams at various phases of stakeholder mapping and engagement planning to ensure comprehensiveness and validity
      • Integrate the plan with the team's communication strategy and broader project development goals
      • Advise the Strategic Communication Team on designing learning sessions with project teams on the implementation of the engagement plan
      • Provide feedback and advise to the Strategic Communication Team on positioning, messaging, and reputational risk management arising from the stakeholder mapping, as needed

Required outputs

The required outputs/deliverables are as follows:
      1. A stakeholder map with an overview and analysis of the diverse range of players in the green/circular economy space, including identification of potential champions who can amplify EU and the GEPP’s key messages, based on a review of the GEPP objectives, scope and expected/actual results over its 5 year duration;
      2. A stakeholder engagement plan, based on the map incorporating relevant research, consultations and interviews with project teams per specific objective (SO) of GEPP;
      3. A proposal on integration of the stakeholder map and analysis into the overall Strategic Communication Plan and broader programme development goals of GEPP.

Requirements

General qualification and skills

    • A Master’s Degree in Journalism, Social Science, Economics, Development cooperation  or related fields; or in its absence, additional 5 years of relevant professional experience.
    • Fluency in spoken and written English is a must
    • Knowledge of Tagalog is highly recommanded
    • Knowledge of online tools for production, coordination, sharing of files e.g Sharepoint, Google, Excel, Microsoft Office etc
General professional experience
    • A minimum of 6 years of relevant experience in the field of Communications, Journalism, External Relations
    • A minimum of 6 years of relevant experience in the field of development cooperation, non-government organizations/civil society organizations
    • Experience working in the Philippines is an added value
Specific professional experience
    • Experience in the preparation of stakeholder maps with analysis
    • Experience in the production of stakeholder engagement plans in the development sector
    • Training in the field of stakeholder relations and engagement in the development sector
    • Sound knowledge of Philippine stakeholders from Government, private and civil society actors .
